“We wish to remind you that university autonomy is guaranteed by the Constitution of the Republic of Serbia. Furthermore, Article 67 of the Law on Higher Education explicitly states that higher education institutions are to manage their finances independently. The same Article specifies that the financing of higher education in Serbia is based on a mixed system, meaning that faculties have the right to secure funding from various sources beyond the state budget. For this reason, the SPIRI system, in its current form, is both inapplicable and illegal.
