Birodi said the report was based on 4 criteria – did he appear as president, is he speaking as president or a political leader, is he speaking as a participant in the elections and do his promises fall within the powers of the government or local administration. According to the BIRODI report, Vucic showed a high level of interference in the election campaign as a state official. “The analysis shows that in all three public appearances, Vucic was introduced primarily as the president which means that political and election messages were spoken within the institutional framework of the highest state post,” it said.
