N1EU Special Envoy for the Belgrade-Pristina Dialogue, Peter Sorensen, called on the Kosovo authorities to provide residence permits for Serbian educators and students for an initial period of 12 months, in order to prevent the disruption of health and education services, ahead of the implementation of the Law on Foreigners, which begins tomorrow, March 15th.
He also said it was important to enable the use of identity cards issued by Serbia as a means of identification in administrative processes, no later than March 15, 2026, for those living in Kosovo, KoSSev reported.
Kosovo Prime Minister Albin Kurti agreed with the initiative, saying that the Kosovo authorities will offer 12-month residence permits, with the possibility of extension, for Serbian students and educators.

Sorensen met with Kurti at the Kosovo government building at 8:30 this morning, the day before the implementation of the law on foreigners and vehicles.

Speaking after the meeting, Sorensen welcomed Kosovo’s approach to, as he said, the gradual implementation of the Law on Foreigners and the Law on Vehicles.
He said that the Kosovo government’s plans for the integration of Serbian services and institutions within the Kosovo legal system were also taken into account.
However, he stressed that throughout the entire process there must be consultations with representatives of the Serb community, as well as close cooperation with the EU.
Simultaneously with issuing of residence permits, Kosovo authorities, according to Sorensen, should register all persons who meet the legal requirements in the central civil registry – so that their data is officially recorded and in accordance with Kosovo laws.

He said the Kosovo government will offer 12-month residence permits for Serbian students and workers.
He explained that the mayors of Serb-majority municipalities will submit lists of health and academic staff engaged in Kosovo to the Kosovo government, and then the Kosovo Ministry of Internal Affairs will issue them temporary permits.
„The lists will serve as the basis for issuing temporary residence permits to foreign citizens who apply to the Ministry of Internal Affairs. The same applies to foreign students residing in Kosovo, for whom municipal leaders will submit a complete list. The Ministry of Internal Affairs will issue temporary residence permits to these students for 12 months with the possibility of extension,“ he said.
Kurti added that Serbian citizens will have three months to register their civil status.
